importer: add git note when not integrating an upload tag

Bug Description
Currently, if an upload tag is not used, we simply log a message. It would be nice to make an annotation somewhere 'permanent' so that users can trace back to unused upload tags (e.g., they can still be cherry-picked from, if the mistake in tree-mismatch is obvious).
We could use a git note for this, but we also need to resolve where git notes live and ensure they get pushed and pulled.
