lint: should do the same changelog parent check as the importer

Based upon our discussion today, when the linter runs, it should check if a proposed upload tag commit has an appropriate changelog parent, using the importer function (in importer-fix-tests branch) and warn if not. Such an upload tag will be supported (if we change the importer algorithm) but has implications generally.
