add/use metadata in packaging that contains upstream vcs info

Bug Description
similar to bug 1719707 i'd like to be able to do something like:
git ubuntu remote add upstream
and have the upstream git added to my git remotes.
Robie and I talked some about this, he suggested that we'd want to file request to debian for debian/control fields:
X-Upstream-
then if that was in sid debian/control we'd add that remote.
Immediate feedback: What do we do if the remote changes? That is, the VCS
moves? Or if the value is different between branches? Presumably only use
it if it has data, as well (it's possible for e.g., debian/watch to be
wrong, so I'd imagie upstreams can disappear.)
