git-review -s should correct/update the git remote's URL when necessary

Bug Description

With an outdated or invalid URL for the gerrit remote, `git-review -s` should update/fix the URL for the user based on the current .gitreview file.

I'll leave it open at wishlist importance for now in case anyone comes up with a novel idea, but chances are this would require an interactive prompt at the very least... in particular, how could git-review ever hope to automatically discern whether the URL is incorrect as opposed to the server merely being down/broken for some period of time?

Hey,

So - When I said fix the URL, what I meant was to update the remote's URL to match the current .gitreview.

i.e. `git-review -s` should update the gerrit remote to match the URL it would configure if no gerrit remote existed
