global default doesn't work

Bug Description

Whenever I setup a new repo I get:
Could not connect to gerrit.
Enter your gerrit username: lifeless
Trying again with ssh://<email address hidden>:29418/openstack/python-tuskarclient.git
Creating a git remote called "gerrit" that maps to:
        ssh://<email address hidden>:29418/openstack/python-tuskarclient.git

This repository is now set up for use with git-review.
You can set the default username for future repositories with:
  git config --global --add gitreview.username "lifeless"

However, I've done the git config --local thing already:$ git config --global --list
gitreview.username=lifeless
gitreview.username=lifeless
gitreview.username=lifeless
push.default=matching
