Edge weights not imported from CSV matrix

According to the documentation (http://gephi.org/users/supported-graph-formats/csv-format/) the following CSV file should load a fully connected three-node directed graph with edge weights according to the values in the matrix. On my system (Gephi 0.8 Alpha, Windows 7 Professional (eng), Swedish language settings (decimal symbol is comma)) the matrix loads, but all edge weights are 1. Replacing the decimal points with commas does not resolve the problem, nor does changing the system decimal symbol to period.
