fails compilation for clang16 defaults

Bug Description
Clang 16 and GCC 14 do not allow implicit function declarations by default.
Therefore compilation fails with clang 16.
It's only a minor thing at one place, I wrote a patch for it. But please check the patch, I do not know the inner workings of vala and I don't know if the VALA_EXTERN is necessary or not. (It seems to be in main.c, so I added it here as well.)
