empty attributes are not promoted

Bug Description

Gschem does not allow for creating an attribute without value (empty attribute).
Such attributes can be created through editing the symbol file.
If such attribute is made visible in the symbol file, it should be promoted.
Instead, it is kept as visible (as in the symbol file) yet not promoted.

The above behavior is extremely confusing - selecting the attribute select whole component,
attribute is visible on the schematic yet invisible in the list of attributes etc.
It should be better documented and better communicated to the user.

Valid attributes must have a value part (per the format spec). If you have text in the form "name=", it's not an attribute, it's a text string. This seems to me to be a case of "working as intended", but I could be persuaded by convincing arguments to the contrary. ;-)
