gsch2pcb should find PCB paths at runtime

Bug Description
At the moment, the paths used by gsch2pcb for accessing PCB footprints are fixed at compile time. This means that if the user installs a new copy of PCB to somewhere else in their path, gsch2pcb would need to be recompiled and reinstalled in order to be able to access the correct footprint libraries.
gsch2pcb should be more intelligent about looking for PCB's installation directory etc. at runtime, in order to avoid this problem.

gsch2pcb should definitely be updated to either look for or directly use pcb to access footprints.
