configure assumes HAVE_GROFF_HTML when there is no groff

Bug Description

The current detection code in m4/geda-groff.m4 incorrectly sets ENABLE_GROFF_HTML if groff itself is unavailable (GROFF=no). The following patch corrects the logic so that only a positive result enables the conditional.
