'make check' fails if PERL_USE_UNSAFE_INC is not set

Bug Description

If PERL_USE_UNSAFE_INC is not set, build fails at 'make check' at the 'gxyrs' test:

FAILED: gxyrs returned 2 which did not match the expected 1

Probably the test is implicitly relying on a -I. being default (which perl upstream is migrating away from)

gxyrs tests starts to fail after perl upgrade (5.24 => 5.26).
The same happens with Lepton EDA:

For Lepton EDA this was fixed in b60bdf4 (24/Jul/2018).
