Bug Description
When you go to draw a circle the orange outline that shows where it will be is off center. I am reporting things because I think it might illuminate something causing the alignment of circles and arcs at different zoom levels.

I see one pixel differences on some zoom levels.
The bug seems to be related to bug #1095896.
