Review the todos document

Bug Description

http://wiki.geda-project.org/geda:todos still contains todo tables
for the gEDA/gaf versions which have already been released. They
should be reviewed and something should be moved from there to the
historical document or dropped. I propose to drop all the obsolete
stuff (including the historical document at
http://wiki.geda-project.org/geda:todos_historical) and leave only
records about things which are not implemented yet.

I have some work done:
  - the historical todos document has been removed;
  - tables of the todos document have been partially cleaned up
    and the rest has been joined into one table.
  - some text has been removed.

However, I don't know what to do with the rest.
I don't understand some table entries (such as "Cure all: “warning
: ignoring return value..." or "TinyScheme..."), don't know what
"Bounty" and "Architectural" (in the text below) mean, and so on.
I think other developers should take a look at the remainder
(especially those who added stuff there and know what it means).

Some of tasks are fuzzy while others are concrete.

In general, I believe most of the tasks could be moved from the
todo document to launchpad to discuss them here. And then we may
decide what to do with the rest, or what the todo document should
contain since its purpose is not clear enough after moving to
launchpad (at least for me: what is it? wishlist tracker?
blueprint tracker? roadmap?)
