the program doesn't create xsplash folder if it did not exist

Bug Description

GDM2Setup does not prompt to create the directory "/usr/share/images/xsplash" if it does not exist, instead it simply gives this error "IOError: [Errno 2] No such file or directory: u'/usr/share/images/xsplash/bg.jpg'"

That seems to be coming from "line 1433" in "/usr/lib/python2.6/dist-packages/PIL/Image.py"
