[win32] accented characters in filename don't work

Bug Description

GCstar can't play filenames with accented or other foreign characters under windows. I think it's a character encoding issue, and that just before testing for the existance of the file we need to change the encoding of the filename

I've just committed a possible fix for this, but it needs testing under a wider range of circumstances.
