Bug Description

Manpage of pkg-config specifically indicates PKG_CONFIG_SYSROOT_DIR is most useful for cross-compiling. However, the Linaro ARM GCC seems to be ignoring the environment setting.

This behavior is quite different from the native pkg-config on my development host.
