MULTILIB_DEFAULTS is broken

Bug Description

arm-linux-gnueabi MULTILIB_DEFAULTS is defined to be ARM, Hard-float, little endian no matter how the compiler is configured.

There are two ways to fix this:
 * Remove the define of MULTILIB_DEFAULTS
 * Get the configure script to pass enough info to produce a correct MULTILIB_DEFAULTS

I'm in discussion with the maintainers as to the correct way forward.

This now needs backporting as it has been committed into GCC.

The patch (r201879) had been backported in 2013.10 release. MULTILIB_DEFAULTS was removed from config/arm/linux-elf.h.
