-ffixed flag does not work

Bug Description
the compiler does not honor the -ffixed-xx option any more ( it does in previous versions ;-), for example using -ffixed-r7, when I check the compiled code ( output with -S ) it shows the usage of r7 , normally the compile should never use r7 ;-),
