Both gcc-arm-embedded and gcc-avr try to overwrite libcc1.so.0.0.0

Bug Description

I just attempted to install the latest gcc-arm-embedded package from the ARM PPA and it failed with this message:

This can be worked around by uninstalling Arduino (which installs gcc-avr) but it is annoying.
