unclear installer platform descriptions

Bug Description

Summary: Please clarify the difference / purpose / use case for the first Windows installer (unsigned) on the download page.

Details:

On the download page,
https://developer.arm.com/open-source/gnu-toolchain/gnu-rm/downloads#
since 6-2017-q2-update and still currently, there are 3 options for Windows installer downloads, such as:

- gcc-arm-none-eabi-7-2018-q2-update-win32.exe
    Windows 32-bit Installer

- gcc-arm-none-eabi-7-2018-q2-update-win32-sha1.exe
    Windows 32-bit Installer (Signed for Windows XP and Vista)

- gcc-arm-none-eabi-7-2018-q2-update-sha2.exe
    Windows 32-bit Installer (Signed for Windows 7 and later)

The purpose / intended use of the first one is unclear. e.g. e.g. I'm running Windows 10, and I didn't know whether I should choose the 1st or 3rd installer, and why.
