arm-none-eabi-gdb tui mode not available in gcc-arm-none-eabi-7-2017-q4-major

Bug Description

The GDB Text User Interface (TUI) is not available for Linux with relrease gcc-arm-none-eabi-7-2017-q4-major. The TUI is available in prior releases. Please add the TUI back.

For example:

> gcc-arm-none-eabi-6-2017-q2-update/bin/arm-none-eabi-gdb --help | grep tui
  --tui Use a terminal user interface.

> gcc-arm-none-eabi-7-2017-q4-major/bin/arm-none-eabi-gdb --help | grep tui
<shows nothing>

Also, while GDB is executing, all of the TUI commands (https://sourceware.org/gdb/onlinedocs/gdb/TUI-Commands.html#TUI-Commands) return errors.
