Close open transactions when item is deleted

Bug Description
When an item is deleted, it should gracefully close any open transactions related to it (such as transits and circulations). In the case of an open circulation, it should leave any bills that are associated with it, but remove it from the patron's list of items that are checked out. If there are holds on the item at the time it is deleted, those holds should be retargeted.

Reiterate that no automated processing of bills should occur when the item is deleted (i.e. long overdue or lost)
