Bug Description

Add mobile / responsive view for patrons.

(Chris has installed one on a test server.)

FWIW, Osticket has an Android app. It requires the URL, username, and password (which might not be ideal in regards to patron usage), and it works pretty well. It doesn't feel as robust as the web portal, but I've only got the free version which might have limited functionality.

I should have actually worded that better when I entered it in - "patrons" should be "library staff." They might be interested in the app.

Patrons don't submit their questions through osTicket directly, they submit them through a contact form on the PINES web site and that form emails them in.
