[desktop] Desktop Scrollbars

On the desktop, we should use unity scrollbars.

[apps team] apps need to add scrollbar component to views, will turn on automatically if pointer is detected
[ubuntu-ui-toolkit] need to detect if a mouse/input device is detected (input device detection) and activate the thumb on scrollbars: https://bugs.launchpad.net/ubuntu-ui-toolkit/+bug/1276802

You can enable toolkit's Scrollbar tumbler by setting the hidden __interactive property to true. This should reveal the tumbler inside the window when the mouse hovers over it.

Currently this doesn't work on desktop, and it was confirmed by the SDK team the fix has been moved to the next milestone.

Using the latest scrollbars branch https://code.launchpad.net/~kalikiana/ubuntu-ui-toolkit/interactiveThumb/+merge/218307 there are still some problems:
- the scrollbars don't appear correctly on hover, though they appear while scrolling with the wheel or dragging (Bug #1328118)
- the scrollbars are too thin and transparent, they blend with the background and the content (Bug #1328119)

I submitted a branch (attached to this bug) that adds scrollbars everywhere in the gallery. When the bug in the SDK is fixed it will be fixed in that branch as well automatically.
