Arrange dual monitor problem

On my notebook i have a external hdmi monitor. My dual monitor setup is, primary (1366x768) on middle bottom and the second (1920x1080) on middle top. The problem is, when i try move any window to primary from second display, the window stay snapping on invisible border (next to the middle) of second display. The problem occurs too when i try maximize a window, see demo in this link (https://youtu.be/SWHpO5t2gqU). I think is about the different resolution of displays, but i do no how to solve this.
