New workspace on fullscreen causes problems for Steam Big Picture/Streaming

When using Steam in Big Picture mode, either locally or for Streaming to the Steam Link, Pantheon creates a new workspace for fullscreen apps and Steam doesn't always switch to the running game without alt-tab. When closing the game, Pantheon does not switch back to Steam Big Picture without alt-tab.

This is a minor annoyance when running Big Picture mode locally, but is a problem that mostly prevents Streaming to a Steam Machine, Steam Link, or other computer running Steam as the remote Steam computer neither properly switches to the game on launch nor switches back to steam on close without hacking a workaround.ch
