Always on Top doesn't for multiple applications in the same workspace

Bug Description
Using eOS Loki 0.4 . Was using a terminal. Then used Ctrl+T for opening a new terminal new tab. The I separated the terminal-tab. Presses "always on top" for the first terminal window (which showed the expected behavior of being on "top"), next did the same for the other terminal-window, but it doesn't show the behavior of being "on top".

When I say "doesn't show behavior of being on top" for the second terminal window. I mean that with respect to other applications which are *not* on top.
