Bug Description
This is not really a bug, but more like a feature suggestion.
Would it be possible to have smooth (continuous) scrolling by default for every scrollable area (like on OSX)?
I know Firefox does it but other default apps don't

Legacy scrolling relied on the client listening for a "scroll step" in a certain direction. Emulated smooth scrolling (like the one you find in Chrome or Firefox) is the application taking those "scroll steps" and smoothly scrolling to the destination.
GTK+ has had support for true smooth scrolling for a while (version 3.4), but applications which might be using older versions (Chrome is still running on GTK+2) or which might be baking in their own scrolling technique, as opposed to just a Gtk.ScrolledWindow, will not have proper support for it.
That being said, it is not up to elementary.
