File apps without their correct .desktop are under “Other”

Bug Description
Apps without proper .desktop should be filed under “Other” and should always pushed to the bottom.
This allows us to clearly deprecate the old behavior while still giving users a little bit of control. They can turn on/off notifications for all the "Other" apps at once.
