Bug Description
Example 1
---------------
Click a link in pantheon-mail, when Chrome is running in foreground
Expected: Chrome should open the link and take focus
Actual: Chrome opens the link but fails to take focus (and subsequently switch workspaces)
Example 2

Open a file with GIMP, when GIMP is not running
Expected: GIMP opens the file and takes focus.
Works as expected
Example 3

Open a file with GIMP, when GIMP is running in background
Expected: GIMP opens the file and takes focus.
Actual: GIMP opens the file but fails to take focus (and subsequently switch workspaces)
