Windows resize/fullscreen upon mouse hover

For a period of time (variable amount) after resuming from sleep, windows will go into resizing mode when the mouse crosses over the window border. If the mouse hovers over the title bar then it will toggle window state. Acts as if hover click is turned on, except it is not, and i9t only effects window sizes, not buttons or anything else. Clicking the mouse does not release if from scaling mode.
