Bug Description

Window is always open in maximize mode if it's previous size is >= 60-70%.

How to regenerate:
1. Open file browser, resize window to 70% of whole screen.
2. Close the file browser
3. Open it again. File browser will start in maximize mode

Expected:
Window should not maximize until it's size is near to maximize size.

Tom is correct, and I can confirm here in Freya. Should we consider shipping that key as false?

It looks like windows that start larger than the display are automatically resized not to be larger than the display. So yeah I think it's safe to set it as false.
