Cannot dismiss notification bubble when indicator menu is open

Bug Description
If a notification bubble appears while working in an indicator menu, it blocks the view of the menu. The "X" to close the notification will not appear unless the indicator is unselected (which effects the workflow of what the user was doing, such as adjusting volume).

Notifications should not appear in the same place that indicator menus because they overlap and block each other.
Also, when an indicator menu is open the system volume can't be changed.
