closing last window and moving to other application bring to wrong workspace

step to reproduce:
1. open two workspace with an application on each one.
2. move to first workspace, close the apps
3. click the other running application in the dock.
4. first workspace will be cleared, second workspace will be moved as first workspace,
5. but you'll be sent to second workspace which is now an empty workspace

expected: youll be in any workspace, your application is.
