Bug Description
To reproduce
Launch a web browser
Launch any other app (like a media player)
Set the new app (NOT the web browser) as Always on Top
Use Plank or a keyboard shortcut to start a new window of the current browser
Observe that the new window is UNDER the older window, instead of on top
