Control-Tab only switches between two apps, can't ever swich to the 3rd+ one

Bug Description

Using Control-Tab for the Alt-Tab behavior would be a typical setting for a Mac-user who swaps the CTRL and ALT keys to make the experience more Mac-like. It's also more efficient.

Regardless of whether the keys are swapped, Control-Tab only switches between the top two applications, making the switch to the 3rd, 4th etc app impossible. It seems as though the switcher is prematurely stopping.

To reproduce the behavior, remap the "Switch Windows" to "Ctrl - Tab" in Settings -> Keyboard -> Windows -> Switch Windows. Launch 3 applications and then attempt to switch to the first one using Ctrl-Tab.

Does switching the shortcut disable the original shortcut? Are you running elementary Luna?

Yes Julian, in Settings -> Keyboard -> Windows -> Switch Windows,
modifying the shortcut from Alt-Tab to Ctrl-Tab disables the Alt-Tab
switching.

At that point Alt-Tab does nothing and Ctrl-Tab then only switches
between the top two applications.
