Cannot alt-tab while drag and drop

Bug Description
When dragging a file, pressing alt-tab in gala only switches between the two latest windows. And when I release alt-tab, the plank animation does not stop.
Drag and drop in the Pantheon desktop is broken ATM. According to this Plank bug report [1], I cannot drag and hover over dock icons to bring windows on top. Naturally, I try alt-tab and also find it broken.
IMHO, this needs to be fixed. Fast.
