workspace switcher doesn't allow you to create new workspaces after waking standby

Bug Description
I like to split web browsing/
However, after going into standby and waking up afterwards the empty workspace with the '+' symbol dissapears and you are unable to create any more workspaces.
This is not a major problem for me since I already have my workspaces laid out from logging in after boot but for others it could prove annoying.
Restarting fixes the problem.

UPDATE: Perhaps just a visual bug/glitch. Tried moving some of the programs around and the 'new' blank workspace reappeared.
