minimised "always on top" window invisible above other windows

Bug Description
Ok, so I have pantheon-terminal's window set to "Always on top" but its minimised in plank.
I launched Updated manger and it loads up, I click Check and it loads updates.
I try to click "Install" but the cursor is the "Text edit" cursor (Like a capital I).
When I right click (All i can see when I do this is the install button) I get the same right-lick menu as in the terminal, copy paste etc and I lcick the about option and it brings up the about dialogue for pantheon-files.
Somehow although minimised the window was still ontop of the other windows.
I am having difficulty re-producing it but I have run into the same issue in the past.
I un-minimised the terminal from plank and it did the effect when you un-minimise apps and moved it away.

Please try to get a reliable way to reproduce this, otherwise it's very hard, if not impossible, to fix.
