Plank should be functional in window overview

Bug Description

It seems to make sense to be able to click on an icon in the plank to launch an app, when the window overview is active. For example, I activate the window overview looking for an app, realise the app isn't open, so I click on it in the plank.

I'd say opening an app from the plank in the window overview should not leave the window overview, the app should just slide in with all the other windows (kind of like closing an app doesn't leave the window overview).

Other plank stuff such as drag-dropping to rearrange icons in the plank or remove icons from the plank, right-click context menus, etc should also work.

Clicking on an icon for an app that is already open, should leave the window overview and go to that app.

Unfortunately it is impossible. There are however some ideas floating around to make plank part of gala with the redesign of pantheon, if this is going to be realized, we can fix this. Otherwise the design of mutter doesn't allow this.
