Bug Description

I can reproduce this bug, in both Xubuntu 12.04 with xfce 4.8 and Xubuntu 12.10 with xfce 4.10
and the latest gala from elementary's ppa.

Once the desktop icons are disabled in xfdesktop, restoring a minimized window with Gala is problematic.

Here's a video discription of the bug: http://www.youtube.com/watch?v=5dVMGqOYGHg

First of all, congratulations to this epic bug report video! Best one I've ever seen, I've watched it several times :D
There are a couple of things you could test.
Does the bug still exist?
We have had the issue of windows actually unminimizing but being invisible. Unminimizing a browser and clicking into the nothingness where the browser is supposed to be with the right mouse button will tell you: if there's a menu popping up, it is invisible indeed, if not, not.
Lastly, if you could test it in a different, preferably GNOME based, session would be great. Like gnome-shell or even pantheon itself, on the same installation where you have this problem of course.

@ Tom Beckmann, thanks!

I did test with the browser and right/left clicking where the window was supposed to be: no menu popping up.

I will try with different environments and get back to you on that one. But xfce + gala still the same behavior.

One thing I forgot previously, could you run "mutter --replace" in the same session you have the problem and see if it still exists?

OK. Running "mutter --replace" (with xfdesktop icons enabled -aka in the case when gala was behaving OK)
 results in:

a minimized window cannot be restored unless I switch to a different window first.

That's quite weird :/ could you try unminizing it with alt-tab and/or a different dock?
