Bug Description
Multi-monitor users often rely on window/application rules to place windows in a workflow-oriented way; for example, "Windows matching application 'Skype' should be placed/moved to Monitor 2".
Currently, Gala does not have such a feature, reducing its ease-of-use for multi-monitor users.

I believe gdevilspie can be used in the meanwhile, since it's WM-independent
