Don't show minimized apps in expo

Bug Description

Right now Gala shows minimized windows in expo, but the animation assumes they are not minimized, which results in minimized window moving to their remembered positions and then disappearing abruptly. As per https://blueprints.launchpad.net/gala/+spec/minimized-as-closed, it shouldn't show them at all; that also fixes the animation problem.

I am totally against hiding clearly running applications. Plank won't hide not-pinned applications which are minimized and Gala should follow that. IMO the animations should be adjusted to handle this case more gracefully.

So if elementary doesn't officially support minimizing an application then don't treat them special like hiding them giving the user the impression it isn't running anymore.

Showing them in Plank is fine. The idea is to make minimized apps not belong to any particular workspace, not hide them completely. I guess I should clarify that in the blueprint.

OK, but if a minimized window shouldn't belong to any workspace and gala would handle it that way it will lead to hiding this window or single-window application completely. (besides the access through plank) So you won't be able access these windows through Gala anymore which sounds like a bad idea for a window-manager.

I agree we should support switching to those windows somehow with keyboard only for accessibility reasons. However, I can't see any reason for implementing that in window manager; Plank could handle that, see bug 890699

I think I have to side with Rico here. Although we don't really support minimization in the common use case, I don't think we should go out of our way to make it *more difficult* to work with minimized apps or spend an unnecessary amount of time special casing them.

The idea of ignoring Minimize was to simplify the workflow, not complicate it.
