Bug Description

Switching workspace and taking the current window with you (Super+Shift+Arrow) switches workspaces without moving the window when you have only one window open. This was not present before dynamic workspaces merge.

ProblemType: Bug
DistroRelease: Ubuntu 12.04
Package: gala 0.1-0~r137+pkg8~precise1 [origin: LP-PPA-elementary-os-daily]
ProcVersionSignature: Ubuntu 3.2.0-26.41-generic 3.2.19
Uname: Linux 3.2.0-26-generic x86_64
ApportVersion: 2.0.1-0ubuntu8
Architecture: amd64
CrashDB: gala
Date: Sun Jul 15 15:22:11 2012
InstallationMedia: Ubuntu 12.04 LTS "Precise Pangolin" - Alpha amd64 (20120303)
ProcEnviron:
 TERM=xterm
 PATH=(custom, no user)
 LANG=ru_RU.UTF-8
 SHELL=/usr/bin/fish
SourcePackage: gala
UpgradeStatus: No upgrade log present (probably fresh install)

Steps to reproduce:
1) Close all windows on all workspaces except one
2) Press Ctrl+Shift+Right

Expected behavior: I'm not sure XD
What happens instead: workspaces are switched but the window stays on the now-obscured workspace, and its icon in Plank "jumps".
