cgroup task timed out

ISO 1544

After fix https://bugs.launchpad.net/fuel/+bug/1669747 there is new error:

But on node-1 puppet log does not contains errors

I believe it's issue of environment settings.
Timeout of cgroup task is 2 min (could be increased) for install packages and set cgroups settings.
