Steps to reproduce:
1. Deploy a cluster with OpenStack debug logging ON
2. Check log level in log files for mentioned services - it should be DEBUG
3. Uncheck "OpenStack debug logging" option in Fuel UI
4. Deploy changes
5. Check log level for new messages in log files for mentioned services
Expected result:
Log level for new messages in INFO
Actual result:
Log level for new messages is DEBUG for mentioned services. After services restart log level becomes INFO
