DPDK section appears on a new bond

Bug Description
Steps to reproduce in Fuel UI:
1. create default environment, add a node with a few NICs which do not support dpdk
2. go to the node NICs configuration screen
3. check that NICs do not have dpdk section
4. bond these NICs
5. check dpdk section on the new bond
Expected result: no dpdk section because bond's slaves do not support it
Actual result: there is dpdk section on the bond (and the section is disabled)
