Failed noop test "should contain oslo_messaging_notifications "driver" option"

This fix https://review.openstack.org/#/c/330625/ introduces new VMware fixtures for noop tests.

Current noop test failed with new fixtures:

FAILED roles/cinder ubuntu neut_vlan.vmware.cinder-vmware.compute-vmware-cinder-vmware
  ...
  failed should contain oslo_messaging_notifications "driver" option (expected that the catalogue would not contain Cinder_config[oslo_messaging_notifications/driver])
  ...
############
Current fixtures do not cover case with cinder role and disable ceilometer. In new cinder-vmware role fixture we cover this case, therefore noop test failed.

Necessary fix test - https://github.com/openstack/fuel-library/blob/master/tests/noop/spec/hosts/roles/cinder_spec.rb#L125 or fix manifest - https://github.com/openstack/fuel-library/blob/master/deployment/puppet/openstack_tasks/manifests/roles/cinder.pp#L294.
