Rename "ceilometer-api" to "aodh-api" in the fuel-qa tests for ceilometer

For now the fuel-qa tests for ceilometer fail with Error Message "Service 'ceilometer-api' not found!"

Fuel-qa doesn't own service ostf tests

some update:

For now ceilometer-api endpoint is not detached process, it works from apache (ceilometer wsgi config is defined in /etc/apache2/sites-enabled/10-ceilometer_wsgi.conf on controller nodes). So we need to remove check of ceilometer-api process from tests or to change this check

    The service is under uwsgi so it can
    not be checked with ps ax
