Bug Description

Detailed bug description:
Consistency check for tasks fixtures in idempotency systems tests reports changes in deployment graph, so the fixtures should be updated.

Steps to reproduce:
Execute ensurability LCM tests for ceph or cinder (e.g. ensurability_1_ctrl_1_cmp_1_cinder )

Expected result: the env config under test is successfully deployed.
Actual result: consistency check for settings fixtures is failed.

    Update ensurability fixtures

    The commit applies only to stable/mitaka branch as in master
    changes in puppets are being made, which makes the list of
    task and/or affected resources different from what is in the
    released version.
